This report presents the outcomes of the Nuremberg Forum 2022, hosted by the International Nuremberg Principles Academy. Held from 13 to 15 October 2022, the conference marked the 20th anniversary of the International Criminal Court (ICC) under the theme “The International Criminal Court 2002–2022: A Court in Practice.” . Bringing together leading experts, practitioners and academics in international criminal law, the Forum offered critical reflection on the ICC’s two decades of operation, exploring its achievements, shortcomings, and future directions.

Through keynote speeches, six thematic panels and dynamic discussions—including live polling—the Forum addressed core issues such as complementarity, deterrence, victim participation, outreach and the crime of aggression. The report summarises these discussions and includes highlights from opening and keynote addresses by prominent figures such as former ICC Prosecutors Luis Moreno-Ocampo and Fatou Bensouda, and Ambassador Christian Wenaweser.

This publication captures the spirit of critical engagement and collaborative problem-solving that defines the Nuremberg Forum, reinforcing its ongoing contribution to the global fight against impunity and the evolution of international criminal justice. This report is designed to interest a broad readership, including experts, practitioners and academics.
