Evaluation Impact of "Strengthening Capacities of Magistrates in the Prosecution of International Crimes in Africa"

On 1 July 2025, the Nuremberg Academy, in partnership with the Asser Institute and the Antonio Cassese Initiative, hosted an online impact assessment of their joint training programmes for francophone Africa magistrates. Since 2016, these three institutions have joined forces to deliver in-depth trainings on international and transnational crimes, equipping francophone Africa judges and prosecutors with the tools to strengthen national justice systems.

The assessment set out to measure knowledge gains, shifts in professional practice, tangible outcomes, and the overall effectiveness of the training methodology. It also provided an opportunity to gather valuable feedback for future activities. A total of 58 former participants completed a comprehensive written survey, with 23 of them taking part in a dynamic three-hour exchange with the organisers.

The results of the impact survey revealed that the trainings had significant impacts on the participants' practice, with 77,55% of them having applied the knowledge and skills gained during the trainings in their professional activities. During the discussions, participants acknowledged the ongoing challenges in prosecuting international and transnational crimes at the domestic level, but also emphasised the benefits of the programme, especially the lasting professional network it fostered. The exchange also produced concrete ideas to enhance future editions, including expanding the curriculum to cover emerging issues such as digital technologies and evidence collection. Plans are now underway to further strengthen the alumni network and build on this growing community of practice.
