Nuremberg Forum 2023 Conference Report "Legally undeniable: Criminalising Genocide Denial"

This report presents the key outcomes of the Nuremberg Forum 2023, hosted by the International Nuremberg Principles Academy from 19 to 21 October 2023. Under the theme “Legally Undeniable: Criminalising Genocide Denial,”  the conference explored the complex legal, societal and moral dimensions of genocide denial. Held in hybrid format in Nuremberg’s historic Courtroom 600, the Forum gathered legal experts, survivors, policymakers, and academics to critically examine the potential and limits of anti-denial legislation.

Over five thematic panels and several keynote sessions, speakers engaged in rigorous debate on topics such as denial in post-conflict societies, the regulation of denialist speech, the intersection of freedom of expression and criminal law, and strategies for redress and reconciliation. First-hand testimonies from genocide survivors, including those of Srebrenica and Rwanda, added powerful personal insights into the enduring harm of denialism.

The report summarises these discussions and includes polling results that reflect the diverse perspectives of attendees. It also features contributions from notable figures such as Dr Navi Pillay, Dr Serge Brammertz, Alice Wairimu Nderitu, and Professor Dr Christoph Safferling, underscoring the Forum's international scope and significance.
