The Nuremberg Academy invited to an Online Panel addressing the Performance of the ICC

On 6 February 2025, the Nuremberg Academy participated in an online panel organised by the Independent Oversight Mechanism (IOM), a subsidiary body which provides comprehensive oversight of the International Criminal Court (ICC or Court). The talk aimed at discussing different avenues to measure and evaluate the performance of the ICC. Director Professor Dr Christoph Safferling led the Academy’s delegation, which was represented also by Senior Officer Dr Gurgen Petrossian and Project Officer Dr Pablo Gavira Díaz. The session opened with welcoming remarks by Silvain Sana, Head of the IOM, and was moderated by Judit Janković, Senior Evaluation Specialist at the IOM.

Director Professor Safferling pointed in his presentation to the special interest that the Nuremberg Academy has in the efficiency and effectiveness of the Court, by referring to the research projects on the Length of the Proceedings at the International Criminal Court and Benchmarks for International Criminal Justice. This served as a starting point for analysing current challenges faced by the Court, whose judicial developments are still insufficient given the few cases that have gone to trial so far. The lack of cases therefore limits the possibility of measuring the effectiveness of the ICC in the pursuit of its mandate, as particularly emphasised during the Q&A.

Director Professor Safferling’s exposition was preceded by that of Jaša Vrabec, Head of the Office for Public Relations at the Supreme Court of the Republic of Slovenia, who introduced the work of the European Commission for the Efficiency of Justice (CEPEJ). (pg)
