On 17 October 2023, Deputy Director Dr Viviane Dittrich moderated an event entitled “Expériences de la justice hybride : de Phnom Penh à Bangui” (“Hybrid Justice Experiences from Phnom Penh to Bangui”), held entirely in French, together with Dr Magalie Besse, Director of the Institut Francophone pour la Justice et la Démocratie. Speakers of the event included high-level experts, judges and prosecutors from the Special Criminal Court in the Central African Republic (SCC) and the Extraordinary Chambers in the Courts of Cambodia (ECCC). Dr Dittrich chaired the first roundtable on the topic “Creation of a hybrid tribunal: Circumstances and conditions” with the following speakers: H.E. Tony Kranh, Acting Director of the Office of Administration at the ECCC, Michel Landry Lounga, President of the SCC, and Cécile Aptel, Professor of International Law and Deputy Director of the United Nations Institute for Disarmament Research.
The French Ambassadors in Cambodia and Central African Republic opened the event. Olivier Beauvallet, international judge at the Appeals Chamber at the SCC and former reserve international co-investigating judge at the ECCC, held the keynote speech. Dr Besse moderated the second roundtable on “Procedural specificities of hybrid jurisdictions”.
Due to technical difficulties during the event and internet connection issues, speakers based in Bangui were not able to fully participate in the online event, however were able to continue with their presentations for the live audience present in Bangui.
The event was organised by the French embassies in Bangui and Phnom Penh with the Institut Francophone pour la Justice et la Démocratie.
